Dear Members of ESPERE,
I have the honour to be the first person from the Steering Committee who became also an editor due to the new agreement which we have accepted. I would like to thank very much Elmar Uherek who prepared most of the information gathered below.
The ESPERE Steering Committee has been elected and began its work with a few basic decisions about further procedures.
The members of the Steering Committee are introduced in the new 'Who is Who?' section (Decision making) linked to the ESPERE front page.
The members of the Steering Committee agreed upon the following procedures:
ad 1)
For quick decisions it is sufficient, if 4 members of the ESPERE Steering Committee submit their agreement via e-mail. If one member wishes a discussion before, she/he should announce it. The discussion can be blocked, if all other members do not like a discussion. Otherwise it takes place.
(This is valid until we have more detailed statutes.)
ad 2)
The ESPERE newsletter should be sent by one member of the steering committee. We pass the responsibility around. The sender signs the newsletter in behalf of the steering committee.
ad 3)
If a majority agrees with contents of the perpared letters to IGBP representatives published at:
LETTERS

Elmar Uherek will sent them directly to the respective persons in this version and sign them in behalf of the steering committee.

ad 4)
The pages for the proposal development should not be visible for everybody. They are now password protected. The password should be sent to:
a) the responsible persons in the consortium, i.e. so far

Dr. Sandor Szalai / Hungary
Andreas Tjernshaugen / Dr. Jan Fuglestvedt / Norway

b) to the ESPERE members, who signed a membership agreement.

Some pages of the ESPERE website will be password protected in the future. Following the decision of the Steering Committee, the password will be submitted to
a) members of the ESPERE community, who signed a membership agreement
b) responsible representatives in the institutions participating in the RPA proposal 2002.
As member you should receive the password until feb, 10th. All members should be listed in the linked table. If anybody signed the membership agreement and is not in the list, please write to: uherek@espere.net.
ESPERE is preparing everything necessary for the RPA proposal 2002. The consortium consists so far of:
France: Université Blaise Pascal, Lab. de Meteorologie Physique
Germany: Inst. for Didactics in Chemistry Duisburg
Hungary: Hungarian Meteorological Service
Norway: Centre for International Climate and Environmental Research Oslo
Poland: Uniwersytet Jagiellonski, Dept. of Climatology
Spain: Mediterranean Agronomic Institute of Zaragoza
It is likely that the consortium will be extended.
Discussions with webdesigners are running. We are looking for further mediators between science and the educational sector. Hints, how to come into touch with schools on a local scale are welcome!
I think that now we should concentrate mainly on the preparation of the RPA proposal 2002. As you already know from previous ESPERE emails, I try to develop the cooperation with some Polish educational institutions.
Comparable work in other countries would be helpful to present a European network of contacts. Therefore the help of our members from the respective countries is needed.
Another thing which we should discuss is decision making in ESPERE. That was one of the weak points in the evaluation of our previous proposal.
What is presented in the newsletter above is a good example of what should be done. All further suggestions are welcome!
