July 2002 Nr. 1 - 11/07/02
by Elmar Uherek
in behalf of the ESPERE Steering Committee
Dear supporters of ESPERE,
After a longer silence some good news about ESPERE during the summer break. It is a pleasure for me to inform you about the result of the evaluation by the European Commission and to let you know about some other news.
1) ESPERE-ENC proposal passed EVALUATION
2) PROPOSAL TEXT - now downloadable
3) SCHOOL PROJECTS - plans for the next months
4) PERSONAL STATEMENT - adminstration until late autumn
ESPERE-ENC PROPOSAL PASSED FIRST EVALUATION
We received the evaluation of the proposal ESPERE-ENC from the European Commission. The proposal passed with a total score of 84 %. Please note, that this evalution does not yet mean, that funding is assured, but that we will participate in the further ranking procedure.
Evaluation:
Block 1 = Scientific and technological quality and innovation
Block 2 = Community added value and contribution to EU policies
Block 3 = Contribution to Community Social Objectives
Block 4 = Resources, Partnership and Management
Block-- Mark-- Weighting - Score -- Threshold
Block 1 -- 5 -- mark x 6 -- 30 ----- 18 %
Block 2 -- 4 -- mark x 6 -- 24 ----- 18 %
Block 3 -- 3 -- mark x 2 -- 6 ------ 0 %
Block 4 -- 4 -- mark x 6 -- 24 ---- 18 %
overall score 84 -- passed? YES
Further information of the EC:
A batch of the most highly ranked proposals will be invited to contract negociations with the Commission services. The size of this batch will depend on the Community funding available for supporting proposals under this call.
As already anounced in May the proposal text (excl. financial part) ist available on the following ESPERE page:
The proposal text includes a rather detailed workplan for the project ESPERE-ENC. It becomes also clear from the proposal text, that ESPERE-ENC will strongly depend on the support of the scientific community and the committment of the national educational systems and schools.
Although a funding of ESPERE would cover a small basic product, the co-ordination of local efforts on an international scale is the basic idea of the 'Thematic Networks' funded by the EC. ESPERE-ENC is in no way to replace any outreach effort, but to enhance the international co-ordination of such efforts and the mediation to the educational systems.
Therefore it would be very helpful, if you let us know about local efforts, already existing contacts and potential candidates for a co-operation. Such links could be collected during the summer break in order to faciliate the work in autumn.

Thank you for your support.
Work for schools focuses on two projects:
The OZONE PROJECT has been started in German in June. First chapters are in the Internet:
German ozone pages
A smaller project about the SOLAR CYCLE is in progress. Negociations with a potential partner school are running.
Further contributions to the translation of the water project would be welcome.
ESPERE suffers at the moment from a lack of co-ordination. Since I personally invested a good part of my working time in this effort during the last months, I have to reduce my activities to a very low level for the next 3-4 months. I have to finish my thesis during this time in oder to be free for the potential co-ordination of ESPERE-ENC in late autumn
Although uploads to the Internet - if not co-ordinated by anybody else - are difficult during these months. Material and text translation can be collected nevertheless. So, if you have the time to contribute, please let me know. The silence is in order to assure the conditions for a vivid start in autumn.
With kind regards,
Elmar Uherek
