Dear supporters of ESPERE,
I would like to inform you about the developments within the ESPERE project during the last month. Since there are many news, I give a short overview:
- The Proposal: has been submitted to Brussels, the receipt has been confirmed, first information likely in july
- Advisory Board: The build up of a Scientific and Educational Advisory Board is strongly promoted.
- Constitution: A first draft is set up and was already part of the proposal
- Decisions: The Steering Committee decided on several issues concerning the structure of ESPERE.
- Your support: is welcome for the mediation to potential advisors
- Finally ... ESPERE presented at the EGS conference at Nice
The developing consortium of ESPERE-ENC submitted the proposal to the European Commission (deadline April, 15th). The first evaluation is expected for July.
ENC stands for Educational Project on Climate
ESPERE-ENC includes 7 research institutes from 7 countries, 6 representatives of national educational system and 4 web-designers.

We will provide a reduced public version of the proposal text, which should also act as guideline for the future work of ESPERE in the next newsletter May Nr.2.
As announced in former newsletters, the ESPERE Advisory Board is split now in a scientific and an educational section. Please follow the link "About us" on the ESPERE front page. Any suggestions, whom to invite for both boards are highly welcome.

Educational Advisory Board
We aim to complete both advisory boards 5-10 advisors per field (scientific) or nation (educational) if possible before the summer break, in order to avoid problems in autumn. It would be kind, if members from the respective country could be of help.
ESPERE should be established as an organisation, pursuing the goal of science driven outreach work for the public. For the future it is planned to found an association. A first draft of a constitution is set up for discussion: Constitution.
The following decisions have been taken by the Steering Committee:
POINT 1:
The quality assurance system as described on our homepage and in the proposal is accepted.
POINT 2:
The preliminary constitution is accepted as a base for further discussion.
The Steering committee introduces the constitution described on the respective web page as basis for a final constitution of a future ESPERE association a) in the next newsletter to the ESPERE members b) in an Appendix of the ESPERE-ENC proposal. Some parts of the proposal text will refer to it.
POINT 3:
ESPERE-ENC has the full support of the Steering Committee.
The ESPERE-ENC consortium is accepted as a sub-body of ESPERE in the name of the steering committee in order to carry out the project ESPERE-ENC as described in the proposal with the respective name, to be submitted to the European Commission by April, 15th 2002. Elmar Uherek is accepted as coordinator of ESPERE-ENC.
POINT 4:
The following rule concerning advisorship is accepted:
Scientific or Pedagogic Advisors are persons who subscribe to the objectives of ESPERE and who are admitted to ESPERE by the Steering Committee due to their expertise in Earth sciences, Pedagogy or other knowledge areas useful for the achievement of the Association's objectives (Article 2.1 preliminary constitution).
POINT 5:
The full rights of a regular member will be given to the advisors.

POINT 6:
The current membership agreement will be replaced.
A new version won’t include concrete obligations for members. The exact text is still discussed. As long as there is no new version available, the old version is still valid.
